Returning Resident Eligibility Checker for Jamaica and Ghana

Jamaica and Ghana both give returning residents duty concessions on household goods. They differ sharply on who qualifies, how long you must have been abroad, and what happens to your car.

Answer a few questions and this checker tells you whether you appear to qualify, what you can ship duty-free, whether your vehicle can come in, which documents to prepare, and what to do first. It uses the published rules of the Jamaica Customs Agency and the Ghana Revenue Authority, checked on 2 October 2026.

What the checker uses

Jamaica. You must be a Jamaican national aged 18 or over, with 3 consecutive years of residence overseas, returning permanently. Full-time students abroad for more than 1 and under 3 years qualify for limited concessions. Former citizens can qualify with proof, as can non-Jamaican spouses of qualifying returnees. The concession can be used once, and eligibility is decided at an interview with Jamaica Customs before you clear any goods. Vehicles carry full duty and taxes. Returning residents may import vehicles up to 10 years old, owned for at least 6 months, with an import licence from the Trade Board obtained before shipping.

Ghana. You must be a Ghanaian citizen aged over 18 who lived outside Ghana continuously for at least 12 months immediately before returning. Removal articles (personal belongings, household effects, domestic appliances, tools of trade, pets) are duty-free. Motor vehicles, spare parts, building materials and goods in commercial quantities are not. Used refrigerators, freezers and air conditioners are banned. From 1 October 2026 the Ghana Standards Authority also bans used vehicles more than 15 years old.

Where the official sources disagree

Official and older sources conflict on several points, and the checker says so in the result. The largest is Jamaican vehicle age: the 2013 information booklet and a 2016 ministry FAQ say 5 years for cars, while the current Customs, Trade Board and August 2024 guidance say 10 years for returning residents. The checker uses the current figure.

How old a car can a returning resident bring to Jamaica?

Up to 10 years old, owned for at least 6 months, with a Trade Board import licence obtained before shipping. There is no duty exemption, so full duty and taxes apply. Older documents cite 5 and 6 years, but current Customs and Trade Board pages say 10.

How long must I have lived abroad to qualify in Ghana?

At least 12 continuous months immediately before returning, according to the Ghana Revenue Authority. You must also be a Ghanaian citizen over 18.

Can I bring my car to Ghana duty-free as a returning resident?

The GRA excludes motor vehicles from returning resident removal articles, so duty applies. Some shipping companies claim otherwise without citing a law. From 1 October 2026, used vehicles more than 15 years old are also banned.

Can I ship a used fridge or air conditioner to Ghana?

No. Used refrigerators, freezers and air conditioners have been banned since 1 January 2013 under LI 1932.

Does this checker replace Customs?

No. It is a planning aid. Jamaica Customs decides eligibility at an interview, and GRA decides at clearance. Confirm with the relevant authority before you ship.
