Importing goods into Ghana means budgeting for more than the price you pay your supplier. On top of customs duty, Ghana Customs (GRA) adds an ECOWAS levy, an African Union levy, a processing fee, and then applies NHIL, GETFund, and VAT — all stacked on top of each other. Under the reforms that took effect on 1 January 2026, the old COVID-19 levy has been scrapped, and NHIL, GETFund, and VAT are now charged together on the same taxable base.

A note on accuracy: this tool models the standard duty stack that applies to most general goods. A handful of categories — vehicles, poultry, sugar, and a few others — carry extra charges (overage penalties, the Emissions Levy, Special Import or EXIM levies) that aren’t included here. How is import duty calculated in Ghana?
Ghana Customs (GRA) applies duty as a percentage of your CIF value (cost + insurance + freight), based on your product’s HS code — typically 0%, 5%, 10%, 20%, or 35%. On top of duty, a 1% processing fee, 0.5% ECOWAS levy, and 0.2% AU levy also apply to CIF.
What are NHIL and GETFund?
NHIL (National Health Insurance Levy) and GETFund (Ghana Education Trust Fund) levy are each charged at 2.5% of the duty-inclusive value. Since Ghana’s 2026 VAT reform, they’re charged on the same base as VAT rather than added before it.
What is Ghana’s current VAT rate on imports?
15%, charged on the duty-inclusive value alongside NHIL and GETFund. This is separate from the domestic VAT flat rate scheme, which doesn’t apply to imports.
Is the COVID-19 levy still charged on imports into Ghana?
No. The COVID-19 Health Recovery Levy was repealed as part of the VAT Act, 2025 (Act 1151), effective 1 January 2026.
Does this calculator include clearing agent fees?
No — clearing agent fees are a separate private cost, typically 2–5% of CIF value with a minimum charge, and vary by agent. The calculator shows the customs duty and tax stack; budget clearing fees on top separately.
