Rwanda has positioned Kigali as a remote-work and tech hub, with a Digital Nomad Visa, fast fiber internet, and co-working spaces in Kigali Innovation City. But freelance and consulting income isn’t taxed like a salary. Rwanda Revenue Authority (RRA) taxes individual business income on a turnover-based scale, not the employment PAYE bands you’ll find in most Rwanda tax guides, and getting this wrong is an easy mistake since PAYE guides are what most search results surface first.
This calculator uses RRA’s current individual business income rules, verified directly against RRA’s own published tables, last checked September 2026.
Calculate Your Tax
Rates reflect RRA's current individual business income rules. Above RWF 20M turnover, actual tax depends on real deductible expenses, not this estimate. Rwanda-sourced income includes "services performed in Rwanda" regardless of where your client is based, so non-residents working physically from Rwanda may still owe tax on that income. This tool provides planning estimates only, confirm your situation with RRA or a tax professional.
What’s in the Calculation
Micro-enterprise flat tax (RWF 2M-12M turnover) A fixed annual amount based on which turnover band you fall into, not a percentage. This is the simplest regime and covers most solo freelancers and consultants.
Lump sum regime (RWF 12M-20M turnover) A flat 3% of annual turnover, no expense deductions involved.
Real regime (above RWF 20M turnover) Progressive tax on net profit, not turnover: 0% up to RWF 720,000, 10% up to RWF 1.2M, 20% up to RWF 2.4M, 30% above that. You must also register for VAT (18%). Since this depends on actual deductible expenses, the calculator estimates profit using an adjustable margin assumption, not your real books.
Residency and income sourcing This is the part most freelance tax guides skip. If you’re tax-resident in Rwanda (183+ days present in a 12-month period, or a permanent home here), you owe Rwandan tax on worldwide income, not just Rwanda clients. If you’re non-resident, only Rwanda-sourced income is generally taxable, but RRA’s definition of Rwanda-sourced income includes “services performed in Rwanda” regardless of where your client is based. A non-resident nomad working physically from a Kigali co-working space for an overseas client may still fall under this, it isn’t automatically exempt just because you’re under 183 days.
How to Use This Tool
- Enter your annual freelance turnover in RWF. If you’re tax-resident, include all client income worldwide, not just Rwanda-based clients.
- If your turnover is above RWF 20M, adjust the profit margin estimate to something realistic for your actual expenses.
- Check the residency box if you meet the 183-day or permanent-home test.
- Click Calculate Tax for your estimated regime, tax amount, and relevant flags on VAT or sourcing.
Rwanda’s Digital Nomad Visa
Rwanda introduced a Digital Nomad Visa for remote workers who want to live in the country while working for employers or clients based elsewhere. Typical requirements include a passport valid at least six months beyond your stay, proof of remote employment or business ownership outside Rwanda, proof of financial stability, valid health insurance, and an application fee. The visa is generally valid for around a year and renewable.
We couldn’t confirm a specific income minimum or exact fee from a source reliable enough to publish as fact here, those details change and are best confirmed directly with Rwanda’s immigration authority (Directorate General of Immigration and Emigration) before you apply.
Frequently Asked Questions
Is freelance income taxed the same as a salary in Rwanda?
No. Employment income goes through PAYE withholding with its own bracket structure. Freelance and consulting income is taxed as individual business income, under the turnover-based rules this calculator uses.
What if my turnover is under RWF 2,000,000?
That falls below the standard micro-tax table. Confirm your exact obligation with RRA, it’s likely minimal or nil, but this tool doesn’t assert a specific figure for that band.
Do I owe Rwandan tax on income from clients outside Rwanda?
If you’re tax-resident (183+ days, or a permanent home in Rwanda), yes, on worldwide income. If you’re non-resident, generally only Rwanda-sourced income is taxable, but performing the work physically while in Rwanda can count as Rwanda-sourced regardless of where the client is.
Does Rwanda have double taxation treaties?
Yes, Rwanda has around 10 double taxation agreements, including with the US (signed 2018). Whether one applies to your situation depends on your home country and income type, this requires case-specific advice.
Is there a special tax break for remote-work hub professionals?
A narrow exemption exists for people who become Rwanda tax-resident (having not been resident in the prior 5 years) and work as an expert or professional directly for an entity operating under a Kigali International Financial Centre (KIFC) license, exempting foreign-sourced income for 5 years. This doesn’t apply to freelancers with ordinary overseas clients outside that structure.
Is this legal or tax advice?
No. This tool provides planning estimates only and does not replace registration with RRA, a real income tax return, or advice from a licensed Rwandan tax professional.
