An electronics importer in Cairo orders a $10,000 container of accessories from Shenzhen, prices it off the supplier invoice, and only meets the real cost once customs assesses the shipment. Duty, VAT, a development fee, and sometimes an excise, stacked one after another under Egypt’s own valuation method. By the time the numbers land, the margin she budgeted for has often already thinned out.
Egypt’s customs system is unusually specific for the region. Duty runs from 0% on laptops to over 40% on clothing depending on the product’s 12 digit HS code, VAT is 14% charged on the duty inclusive value, and there is effectively no minimum value below which a commercial shipment escapes these charges. Getting the order of calculation wrong, or missing the development fee entirely, is the easiest way to misprice an import before it even leaves the supplier’s warehouse. Does Egypt have a minimum value before duty applies (de minimis)?
No. Egypt has effectively no de minimis threshold for commercial shipments, duty and VAT apply from the first dollar of value regardless of how small the order is.
How is the CIF value calculated for Egyptian customs?
CIF stands for Cost, Insurance and Freight. Egyptian customs adds your goods’ price, the cost of shipping them to an Egyptian port, and insurance during transit, then applies duty and VAT to that combined figure, not just the invoice price.
Why do mobile phones face a different duty rate than laptops?
Laptops currently clear at 0% customs duty, while mobile phones are charged under a separate unified rate near 38.5% that combines ordinary duty with a specific tax on handsets. Both categories still carry the standard 14% VAT on top.
Do I need an ACID number for every shipment to Egypt?
Most shipments need an Advance Cargo Information (ACID) declaration through the Nafeza platform before departure. Express shipments under 50kg and under $2,000 in value currently fall under an exemption, but confirm the current threshold with your courier since rules change.
Is the development fee the same as customs duty?
No. The development fee is a separate administrative charge, typically 1% to 5% of your CIF value, applied on top of duty and VAT rather than folded into either of them.
