Rwanda Import Duty & Customs Calculator

Most import duty calculators stop at duty and VAT. Rwanda Revenue Authority (RRA) charges more than that on a standard commercial import: a 5% withholding tax, a 0.2% Quality Inspection Fee on every shipment regardless of exemption status, and, since 2025, a 0.2% Environmental Levy on nine categories of plastic-packaged goods. Missing any of these means your landed cost estimate is wrong before the shipment even clears.

There’s a second thing most calculators get wrong: they add every charge together as if it’s all a permanent cost. If you’re a VAT-registered business importing for resale, VAT and withholding tax are generally reclaimable, cash you pay at customs, then get back through your domestic VAT and income tax declarations. This calculator shows both numbers: what you pay at the border, and what it actually costs you.

What’s in the Calculation

Import Duty Rwanda applies the EAC Common External Tariff (CET): 0%, 10%, 25%, or 35% depending on the product. Rwanda’s 2025/26 budget moved several categories, including steel tubes, wheelbarrows, and plastic or textile handbags, from 25% to 35%.

VAT 18%, calculated on CIF value plus import duty plus excise duty, not on the full stack including the smaller fees.

Withholding Tax 5% on imports. For a registered business, this is generally creditable against your income tax liability, it’s cash out at customs, not a sunk cost.

Quality Inspection Fee (QIF) 0.2% of customs value, charged on all imported goods regardless of whether they’re otherwise exempt from duty.

Environmental Levy 0.2%, but only on goods in plastic packaging: bottled water, juices and energy drinks, peanut butter and honey, body lotions and shampoos, mattresses, clothes, shoes, soap, and toilet paper.

Excise Duty Only applies to specific goods, alcohol, soft drinks, cigarettes, fuel, and vehicles, at rates from 10% to over 160% depending on the product. Rates vary too widely to hardcode, so this is a manual input, leave it at 0% if it doesn’t apply to you.

  5. Confirm whether you’re VAT-registered, this changes whether VAT and withholding tax count toward your real cost.

Frequently Asked Questions

What’s the difference between cash at customs and landed cost?

Cash at customs is everything you pay upfront to clear the shipment. Landed cost, as this tool defines it, is what it actually costs you after VAT and withholding tax are reclaimed, if you’re a VAT-registered business. If you’re not registered, the two numbers are the same.

Is the Quality Inspection Fee really charged on exempt goods too?

Yes. RRA charges the 0.2% QIF on imported goods regardless of whether they’re exempted from duty, it’s calculated on customs value either way.

Does the Environmental Levy apply to all imports?

No, only to nine specific categories of plastic-packaged goods introduced under Law N° 010/2025: bottled water, juices/energy drinks, peanut butter/honey, body lotions/shampoos, mattresses, clothes, shoes, soap, and toilet paper.

Why isn’t excise duty pre-filled?

Excise rates vary enormously by product, 10% on natural fruit juice up to 160% on cigars, plus per-unit rates for things like e-cigarettes. Hardcoding one number would be wrong for most users, so this is left as a manual entry.

Does this cover vehicle imports?

No. Vehicles carry additional levies, Road Toll, Fuel Levy, and a Motor Vehicle Fee based on engine size, that this general calculator doesn’t model. Check with RRA directly for vehicle-specific costs.
