Why is my total tax bill so much higher than the customs duty rate?

Because duty is just the first layer. Excise tax (if your product qualifies), VAT, and surtax are each calculated on a base that includes the taxes already applied before them, not on the original CIF value alone. A 17% duty rate can compound into a total tax burden of 45% or more once VAT and surtax are added on top.

Do all imports pay excise tax?

No. Excise tax applies only to specified categories, vehicles, alcohol, tobacco, perfumes, sugar, and similar goods. Most general merchandise imports have no excise tax component at all, which is why this calculator defaults excise to 0%.

What is withholding tax, and do I actually lose that money?

Withholding tax is a standard 3% advance payment on income tax, collected at the point of import. Unlike the other four taxes, it’s creditable against your annual income tax liability, so it functions more like a prepayment than a permanent cost, though it still needs to be funded at the time of import.

Does importing an electric vehicle work differently?

Significantly. As of 2024, Ethiopia banned imports of internal combustion engine vehicles for private use. Electric vehicles carry a reduced customs duty of 0 to 15% depending on assembly type, and are fully exempt from excise tax, VAT, and surtax, only the 3% withholding tax still applies.

Does it matter which country I’m importing from?

Yes, for COMESA members. Goods originating from Common Market for Eastern and Southern Africa member states can qualify for a 0 to 10% preferential duty rate instead of the standard rate, depending on the product. Confirm your goods meet the rules of origin requirements before assuming the preference applies.
